​Guizhou scored high in national survey of online govt service capacity

The provincial governments and important cities' online government service capacities survey results released on Apr 19 show that Guizhou provincial government's online government service capacity ranked third in the country and first in the central and western regions.

According to the Administrative Service Center of the Guizhou Provincial Government, the survey was conducted by the E-Government Research Center of the Central Party School or Chinese Academy of Governance. In 2018, the online government service capacity of Guizhou is second only to Guangdong and Jiangsu provinces, and is alongside Zhejiang province. 

In recent years, the province has made great efforts to build a Guizhou government service network that boasts the integration of all-province affairs. It has realized the full coverage of a total of 538,000 government service items from 3,602 departments, 1,525 townships and 17,167 villages in province, city and county levels, enabling 107,000 approval staff to handle in the operation of "one network". 

The level of "one network management" of government services in the province has been significantly improved. The accessible online handling rate of provincial-level government service items is 95.03 percent, and the actual online handling rate is 68.6 percent. The municipal and prefecture-level online accessible handling rate and the actual handling rate are 78.1 percent and 56.3 percent, respectively, while the county-level counterparts are respectively 69.3 percent and 19 percent. 

Among the five first-level indicators for the network evaluated in this survey, the "Accuracy of Service Guide" of the province ranked first in the country, the "Online Processing Maturity" of the province ranked third in the country, the "Online Service Effectiveness" of the province ranked fourth in the country, while "Service Completeness" and "Service Items Coverage" of the province ranked fifth in the country. 

Guiyang ranked eighth in the country in the survey of online government service capacities of important cities. Based on the guidance of the "Internet + Government Services" series, the assessment was conducted on 31 provinces (autonomous regions and municipalities directly under the Central Government) and Xinjiang Production and Construction Corps. 

For the first time, 32 key cities including cities with independent planning and provincial capitals were included in the assessment. In accordance with the assessment results, a report titled "Report on the Survey of Online Government Service Capacities of Provincial Governments and Key Cities (2019)" was compiled, which scientifically and objectively reflected the development level of online government service in all provinces (autonomous regions and municipalities directly under the Central Government) and key cities.
