Profile of Nanming

Nanming district is one of the central districts of Guiyang city, the capital of Guizhou province. It is the seat of the provincial party committee and the provincial military command. The district has a total area of 209.34 square kilometers and jurisdiction over four townships and 20 community service centers. (Guizhou Shuanglong Airport Economic Zone was delegated in 2014 to govern Xiaobi township, Longdong community, Jianlong community, Luoli and Baiyang counties in Yongle township, and Yunguan and Mutou counties in Yunguan township of Nanming district, spanning an area of 103 square kilometers). It has a permanent resident’s population of 907,700 who has lived in the district for over six months and a household registered population of 624,000. The average altitude of the whole district is 1,260 meters, and the annual average sunshine is 1,354 hours, making it one of the lowest ultraviolet radiation cities in the world. The annual average temperature around the region is about 18°C, of which the average summer temperature is about 24°C, and the annual average rainfall is 1,200 mm. The air is fresh and full of negative oxygen ions, and the number of days with good air quality in a year reaches 95 percent of the total. It is an urban area suitable for gathering, businesses and living.

Nanming district is located in a hub of the western region leading to “Liang Guang”, namely Guangdong and Guangxi provinces, and to the eastern coast and marine outlets. a comprehensive transportation network incorporating interconnected air lines, railways and highways make the export from the region smooth and unblocked. The 4E-class modern airport in its jurisdiction, Guiyang Longdongbao Airport, has opened more than 60 routes connecting domestic and overseas and boasts an annual passenger throughput of up to 15 million. The three home railway stations, namely Guiyang Railway Station, Guiyang South Railway Station and Guiyang East Railway Station, conjunct the major railways such as the Hunan-Guizhou line, the Sichuan-Guizhou line, the Guizhou-Guangxi line, the Guiyang-Kunming trunk line and the Guiyang-Guangzhou high-speed railway. Main routes through the region include the Guiyang Ring-road Expressway, high-grade highways from Guiyang to Huangguoshu Waterfall, Zunyi, Xinzhai, Bijie, as well as the Guiyang-Guangzhou and Xiamen-Chengdu expressways.

Nanming district strived for strength and stability, and achieved a new leap in economic development in 2018. The GDP of the whole district reached 80 billion yuan ($11.9 billion), registered an increase of 11.2 percent, and continued to maintain a double-digit growth. The district achieved an added value of 162 million yuan in the primary industry, up 0.3 percent, an added value of 19 billion yuan in the secondary industry, with an increase of 14 percent, and that of the tertiary industry reached 60.9 billion yuan, climbed 10.4 percent. The ratio of added value of the primary, secondary and tertiary sectors was 0.2:23.7:76.1. The added value of industrial enterprises above designated size surged 13 percent to 3.1 billion yuan. Its industrial investment attained 406 million yuan, while the fixed assets investment increased by 20.9 percent to 5 million yuan.

Total retail sales of consumer goods climbed by 8.2 percent year-on-year to 37.4 billion yuan, and ranked first in the province in absolute terms. The general public budget revenue (including Shuanglong) exceeded the 4 billion yuan mark, reaching 4.158 billion yuan, with an increase of 5.4 percent. A further 51,619 new urban jobs were added, while the per capita disposable personal income of urban permanent residents reached 35,740 yuan, up 8.6 percent. The actual amount of funds introduced from outside the province was 12.4 billion yuan. The actual direct use of foreign capital was $171.40 million, an annual increase of 5.7 percent. The total volume of foreign trade imports and exports registered $795.6 million, up 1.1 percent from that of previous year. The total tourism revenue was 61.849 billion yuan, an increase of 30.1 percent. The total number of tourists was 22.6 million, with an increase of 24.2 percent. The place has won the titles including “China’s Most Valuable Tourist Investment Area”, “China’s Best Destination for Summer Healthcare and Leisure Tourism”, “National Women’s and Children’s Development Outline Demonstration Area”, and was recognized as the top 100 national science and technology innovation zones, besides the top 100 national green development zones. For the fifth consecutive year, it has been among to the top 100 comprehensive strength districts and the top 100 investment potential areas in small and medium-sized cities across the country.

Nanming district focuses on the development of high-end business services and tourism culture industries, and strives to build a high-end business service center cluster that integrates leisure, cultural creativity, tourism, commerce and shopping in Guizhou province. It also adheres to strengthening the building economy, creates a nucleus of attraction, and cultivates a number of characteristic commercial buildings with the focus on banking and finance, accounting, law, advertising, education, design, thus forming a batch of 100-million-yuan commercial buildings such as the Fuzhong International, the Bank of China Building and the Huaguoyuan International Center, for which the occupancy rate of building market participants is 64 percent. The district is also vigorously developing two major big data development platforms, namely Guiyang Huaguoyuan Service-type Digital Economy Cluster and Fuyuanju Big Data E-commerce Industry Cluster. Furthermore, a number of big data enterprises and entrepreneurial projects with development potentials have been introduced to the Huaguoyuan Cloud Industry Demonstration Base and the Huaguoyuan Mass Innovation Building Base. The year-to-date main business income of big data enterprises in the district has reached 9.656 billion yuan, at the nation’s average level. As a result, the district is now recognized as the first echelon of big data development in the province by the Provincial Big Data Bureau.

The transformation of shanty towns continued to exert strength, and new progress was made in urban construction. Up to now, 11 provincial shantytown renovation projects and 18 municipal shantytown renovation projects have been completed, and 19 natural villages with more than 30 households have been rectified. A total of 52,000 square meters of green space were added. Five newly built community parks added the total number of parks in the district to 154.

Nanming District Library was built in line with standards of a national first-class library with a building area of 4,000 square meters. It has received more than 150,000 readers since its opening. Efforts were made to create tourism activities, such as the Follow A Celebrity Tour to Nanming aiming to design and launch travel routes themed in celebrities led by Wang Yangming, a famous thinker, litterateur, philosopher and strategist in Ming dynasty. The district strived to develop tourism products exploring Guiyang’s cultural heritage and urban spirit origin with famous schools such as Dade Academy, Civilization Academy and Jingshi School, old streets such as Hanxiang Street and Cuiwei Lane, Nanming New Eight Scenes such as Immortal Holy Land and Jiaxiu Spirit Land, as well as modern urban complexes such as Huaguoyuan and Hunter IFC. It also vigorously carried out a variety of cultural activities such as the Scent of Guizhou Tea and Drink Tea For Health activity representing the tea culture, and Guizhou’s third Jiaxiu E-sports League, which have enhanced the influence of Nanming culture and promoted the formation of a flourishing cultural development. Focusing on the themes of leisure tourism, cultural and sports tourism, health maintainance and old-age healthcare, the district actively built three high-end tourism projects featuring agriculture, namely Yongle Taohuawu Bar Village, Yongle Ganjing Agricultural Ecological Department-store Park and Belt & Road Initiative World Intangible Heritage Town.

Contantly adhering to “to build a strong district on education”, Nanming district has been promoting education as the largest livelihood project, practical project and moral administration project. The district increased financial input, focused on educational resource layout planning, strived for resource allocation optimization, attached importance to faculty team building, improved educational mechanisms and pursued mode innovations. It also strongly promoted the popularization of pre-school education, balanced and enhanced the quality of compulsory education, and boosted the fair sharing of quality education resources by the people in the jurisdiction. At present, the district achieves full coverage of “Quality Resources Classes”, digital broadcasting and digital surveillance, as well as full coverage of primary and secondary school network marking systems and high-definition recording and broadcasting classrooms. It takes the lead in building and applying Nanming Educational Cloud boasting “education + big data” in the province, introduces five high-quality public schools from Beijing such as Beijing No 8 Middle School, Beijing No 2 Experimental Primary School and Beihai Kindergarten, and completes the first phase construction of Nanming Jiaxiu High School. The high school achieves opening with a score of more than 60 points higher than the admission line of the city’s municipal demonstration high school. Thus, a complete new system from pre-school education to high school education is generally established in the region.

Furthermore, the district continuously deepened the reform of the medical and healthcare system. Relying on the resource advantages of the provincial and municipal three-grade A-class hospitals, it actively implemented the graded diagnosis and treatment system and comprehensively promoted the delivery of quality medical resources. Through cooperation with the Provincial People’s Hospital, the Municipal Maternal and Children’s Healthcare Hospital, the Municipal First People’s Hospital, the Municipal Stomatology Hospital and other high-quality hospitals, the district strived to build medical associations and medical communities, cultivate a strong grass-roots health service organization, and solve the problems of difficulty, crowdedness and high cost in seeing a doctor.

The district vigorously implemented the security promotion project “Safe Nanming”, continued to fight hard and strict prevention against crimes of robbery, forcible seizure and theft and on reduction of crime rates, highlighted strict fight, strict prevention and strict management, and established an actual population management service system. Also, it made full use of big data means to maintain social order and strengthen social stability control. Filing of robbery and forcible seizure crimes was reduced by 34.81 percent compared with the same period last year. The number of criminal cases in the whole district and the number of cases per 10,000 people decreased by 15.78 percent and 2 millesimalsyear-on-year, respectively, allowing its security evaluation result in the province to reach a record high, at 98.7 percent, up 0.61 percent from last year.

Closely around the municipal party committee’s vision of “One product and one industry leading all to richness”, the district will firmly grasp the fundamental requirements of high-quality development, strengthen the role of a core district for the provincial capital, and build a steady foothold on the spatial layout of “one river, four roads, two parks, two districts and six business circles”, so as to firm its positioning as an “International High-end Consumer Goods Industry and Trade Demonstration Zone”. Nanming will also seize the opportunity to further build itself into a real economy integration development zone, a urban renewal demonstration zone and a social governance innovation application zone as a way to achieve innovation drives and deep integration, promote medium and high-end consumption to go hand in hand with medium and high-end manufacturing, and better play the leading role of Guiyang’s opening-up and development. As it will be guided by a high level of openness, Nanming district is gearing up for comprehensively promoting high-quality economic development.
