Measures for supporting stable development of enterprises

Nanming district in Guiyang, the capital city of Southwest China's Guizhou province, recently issued 14 measures to support the stable development of industrial enterprises.

Officials said that was in order to assist them to implement novel coronavirus epidemic prevention and control measures, promote economic and social development and ensure the full resumption of work and production of all kinds of businesses affected by the epidemic.

The measures are as follows:

1. Provide support for financial discounts.

2. Accelerate the encashment of support funds for industrial enterprises.

3. Encourage enterprises to resume production and increase production capacity by way of bonuses.

4. Encourage newly built and under construction pharmaceutical manufacturing and electronic information manufacturing projects to return to work according to their original schedule; and subsidize enterprises that are put into operation on schedule -- or are transformed to manufacture medical supplies.

5. Rent reduction and exemptions will be given to enterprises that rent the properties of district managed State-owned enterprises; subsidies will be given to enterprises above a designated size that rent non-State-owned assets for operation.

6. Issue subsidies for essential productive factors.

7. Provide transportation subsidies to employees from outside Guiyang who return to work in time, with the sum of 200 yuan ($28.19) per person.

8. For the enterprises that are seriously short of epidemic prevention and control materials -- which affects the implementation of the work resumption -- to help them contact the suppliers to solve the problem; for the enterprises above a designated size, to offer epidemic prevention and control materials to ensure resumption of work.

9. Provide online and offline recruitment services for enterprises -- and actively brings in migrant workers from inside and outside the province to work in the enterprises in the district.

10. According to the logistics needs of industrial enterprises in the district, ensure the normal passage of transport vehicles and guarantee the normal supply of important raw materials for production and auxiliary materials of enterprises.

11. For enterprises affected by the epidemic and whose logistics are not running smoothly -- which cause difficulties in product exports -- the district will help with the output and marketing cooperation among enterprises in the district, promote the connection between supply and demand of upstream and downstream enterprises, promote strategic cooperation among enterprises, expand consumption demand and promote economic growth.

12. Encourage enterprises to expand sales channels and actively carry out online sales through online platforms.

13. Strengthen the help and services of key enterprises, solve the difficulties and problems encountered in their resumption of production in a timely manner through various means and make every effort to help businesses expand production.

14. For possible defaults caused by the enterprises unable to carry out production during the epidemic, on the basis of actively providing legal consultation, relevant supporting documents can be issued according to the factual materials provided by the companies and the requirements of laws and regulations, so as to further help them reduce the costs of default.
