The district of Nanming in Guiyang – capital city of Southwest China's Guizhou province – issued a three-year action plan on building a first-class business environment from 2021 to 2023.
The plan clarifies that by 2023, Nanming district's business environment ranking should reach the top 10 among Guizhou's 88 counties, county-level cities and districts. It is expected to build a better government affairs environment, legal environment, commercial environment and social environment.
To achieve the goals, plans are for Nanming district to launch policies and measures on simplifying the government affairs approval process.
It will also reduce submission materials, shorten the processing time limit, improve online government affairs services and improve cross-city and cross-provincial government affairs services.
More efforts on improving the market supervision mechanism, the rate of contract implementation and the convenience of handling corporate bankruptcies will be made – as well as strengthening the protection and use of intellectual property rights and strictly fulfilling policy commitments.
Moving forwards, it's understood Nanming will strengthen its industry guarantees, improve access to electricity services, optimize labor market supervision and taxation service levels.
It will also deepen bidding reforms and government procurement reforms and increase the facilitation of cross-border trade.
