On April 26, Dingxin Convenience Store in Nanming district of Southwest China's Guizhou province became the first operating entity in the province to enjoy the "touchless license renewal" approval service.
Miss Yu, the store manager, praised the services and said "Normally, business keeps us too occupied to notice when our food business license is about to expire. Thanks to the warm reminders and heartfelt service from the staff at the Nanming district administrative service hall, we were able to swiftly obtain a new license. It's truly considerate."
It is understood that the "touchless license renewal" service implemented in Nanming includes the extension of food business licenses and small catering registration certificates.
Once the "touchless license renewal" service was first launched, there were over 50 inquiries about related services. More than 40 market entities expressed their intention to renew their licenses that day.
In practical terms, Nanming has established an information database for market entities before they proactively apply for renewal.
Through big data screening, eligible market entities are included in the "touchless renewal list." Based on this list, reminders are sent via SMS or phone calls, allowing market entities to complete the renewal of their documents in a seamless experience.
Reminders are sent 90 days before the expiration of food business licenses and 40 days before the expiration of small catering registration certificates.
In the "touchless license renewal" service, Nanming district administrative service hall has streamlined application forms, integrated relevant application forms, document checklists, and service guides for the renewal of food business licenses and small catering registration certificates into a comprehensive set of materials. These materials are sent synchronously via SMS to help market entities understand the process easily.
This initiative is part of the district's ongoing efforts to deepen the reform of "delegating powers, strengthening regulation, and improving services". It is set to optimize the district's business environment and continuously enhance the satisfaction of the business community.
Moreover, dedicated remote guidance and proxy services are provided to ensure convenience. This was done by leveraging remote guidance services on the Guizhou e-government service platform and through the "Nanming License Butler" application.
Furthermore, an automatic service ledger is maintained for daily registration and timely completion, tracking approval results, and guiding business entities to provide feedback, thus closing the procedural loop. Additionally, the district is implementing free postal delivery of approval results, thereby bridging the "last mile" of license renewal services.
Since the launch of this service, the Nanming district administrative service hall, in collaboration with the Nanming district market regulation administration, has selected the first 617 market entities that will pilot the "touchless license renewal" service.
The first batch has seen over 1,800 renewal reminder messages sent.
