Nanming boosts economic growth with 'three focuses' strategy

In 2024, Nanming district in Guiyang, capital of Southwest China's Guizhou province, has been committed to supporting and optimizing its business environment. By implementing the "three focuses" strategy, the district enhances efficiency and drives economic growth through innovative and streamlined services.

Innovative models for a better business environment

Innovation is at the core of Nanming's efforts to optimize its business environment. The district pioneered the "seamless license renewal" service in Guizhou province, which helps businesses mitigate operational risks.

This service covers 11 types of licenses, including food business permits, small catering registration certificates, and public health licenses. By combining software automation with human assistance, businesses can renew licenses without paperwork or waiting time. In 2024, over 200 enterprises had benefited from this initiative.

Nanming became the province's first to issue business licenses and food business permits through smart terminals, streamlining the process.

The district also extended service chains beyond the national standard, introduced 24/7 self-service terminals, and reduced processing time from 15 to 10 working days while reducing the number of required documents from 38 to 18. In 2024, Nanming took on three pilot reform projects – more than any other district – and handled 71,000 cases, ranking first in Guiyang.

Upgrading business services with the "133" mechanism

Nanming enhanced business services through the "133" work mechanism. The district integrated high-demand government services into bank branches and expanded its "15-minute government service network" for greater convenience.

Three key systems were introduced to ensure professional service: bank partnership regulations, staff training, and incentive mechanisms.

To improve efficiency, three standard procedures were established for bank service points, customer service, and case processing. In 2024, this initiative handled over 500 business-related government service cases and inquiries.

Building a comprehensive enterprise support system

Nanming focused on the full business lifecycle, resource accessibility, and operational chain integration. Under the "4S" service philosophy, the district developed the "Enterprise Home" and the "3+N" service system.

This framework provides businesses with financial, legal, talent acquisition, and business facilitation support. Since its launch, "Enterprise Home" has provided over 130 business-related services, including Guiyang's first one-stop government service hall where companies can open bank accounts on-site.
