Preferential policies advance Nanming's high-quality talent development

Since 2024, Nanming district in Guiyang, capital of Southwest China's Guizhou province, has pursued a talent-driven development strategy, aligning its workforce initiatives with key industries and priority sectors.

By the end of 2024, the district's total talent pool reached 288,800 individuals, reflecting a strong push toward high-quality talent growth.

Focusing on key sectors like advanced manufacturing, big data, and modern agriculture, the district added 1,260 skilled manufacturing workers, 1,885 big data professionals, and 62 practical rural talents. A new talent development model integrating industry and education was launched through the Nanming Big Data Industry Training Base, in partnership with leading enterprises.

In education, the district brought in 40 teachers with master's degrees or senior titles, recruited 25 outstanding graduates from top national teacher-training universities, and publicly hired 128 new educators.

In healthcare, Nanming partnered with institutions such as the Guizhou branch of the Shanghai Children's Medical Center to bring in medical experts and provide training, while 92 medical staff members were sent to provincial and municipal hospitals for further study.

In science and technology, the district welcomed three provincial-level science officials and one science advisor to assist local enterprises, while three city-level science envoys supported agricultural innovation in Yongle township.

Nanming has also improved its talent system by combining platform building with supportive policies. The district integrated its talent database into the Urban Operations Center platform, creating a smart "talent brain". It also established a "One Park, One Market, One Center" system – including a human resources industrial park, a job market, and a talent service center – offering comprehensive employment and entrepreneurship services.

In policy implementation, Nanming focused on five key areas: ID cards, funding, residency, housing, and employment.

ID card support: 71 high-level talents were issued "Zhucai Cards", including three in category B, 19 in category C, and 49 in category D.

Financial incentives: The district provided 72,000 yuan ($10,013) in relocation subsidies, 36,500 yuan in recruitment incentives, 9,600 yuan in living allowances, and assisted two high-level talents in receiving a total of 148,800 yuan in talent subsidies and tax relief. A total of 535,500 yuan in rental subsidies was issued to 57 college graduates.

Residency facilitation: 32,771 new residents were registered, with 29,459 relocating from within Guizhou and 3,312 from outside the province.

Housing support: Over 10,000 rental housing units were reserved for talent, and rent subsidies at 70.3 million yuan were distributed to 247 graduates.

Job opportunities: 130 public service roles were filled, alongside 12 "Three Supports and One Assistance" recruits and 56 new Western Program volunteers. The district also issued 1.32 million yuan in internship subsidies and over 10.7 million yuan in entrepreneurship rental aid. Social security subsidies were provided to 848 people, totaling 3.43 million yuan.

Through these comprehensive and practical measures, Nanming continues to create a strong, supportive environment for talent to thrive – fostering innovation, boosting economic growth, and empowering sustainable development.
