Guiyang's Nanming district is stepping up efforts to support the growth of data annotation enterprises through coordinated policy support, streamlined services, and stronger resource guarantees, laying a solid foundation for the digital economy.
In recent years, the district has focused on addressing key challenges faced by data annotation companies and accelerating the formation of an industrial cluster.
To strengthen policy support, Nanming is building a full-chain support system covering enterprise attraction, incubation, and expansion. Planned measures include project construction subsidies, talent incentives, and financial support policies aimed at attracting companies to designated industrial carriers and developing a dedicated data annotation industrial park.
The district is also enhancing cooperation with provincial and municipal big data projects and creating platforms for government-business and business-to-business cooperation to expand market opportunities for enterprises.
To improve the business environment, Nanming has launched a "green channel" service window for newly introduced startups from outside the region. The district provides one-on-one assistance covering company registration, tax registration, seal engraving, and opening bank accounts, enabling enterprises to complete all procedures remotely within one day.
For example, Guizhou Zhongyue Shulian Technology Co completed all registration procedures within half a day after receiving full-process assistance from district staff.
Meanwhile, the district is strengthening infrastructure and space guarantees for the industry. A 12,000-square-meter big data training and industrial base equipped with high-speed internet, uninterrupted power systems, and standardized office facilities is now in operation.
More than 8,000 square meters of vacant office space in buildings such as the Asia-Pacific Center and International Center have also been prepared to support the clustering of data annotation enterprises.
